if you are in Britain it would be the HSE ( health and safety executive)
but if you are really concerned for others welfare why don't you report it to the church caretaker so he can resolve the problems before anyone else gets hurt All public places like this should have accident books that are inspected by the organisations health and safety officer. The HSE also check these usually on an annual inspection

You might not need any formal qualifications but this might interfere with your rating (stars where I live), I just completed a food safety online course and it cost me and my husband £58 (this was for both) and took us less than two hours to complete.
